What the contracts tie to Practical Completion
Each standard contract defines Practical Completion in its own words, so start with your contract's definition and its specification.
| Contract | Clause | What it ties to Practical Completion |
|---|---|---|
| AS 4902 (design and construct) | Clause 1, definition | The works are complete except for minor defects, required tests are passed, and documents and information the Superintendent considers essential for use, operation and maintenance have been supplied. |
| AS 4000 (construct only) | Clause 34.6, procedure | The contractor asks the Superintendent in writing for a certificate once it considers Practical Completion reached. The Superintendent then has 14 days to respond. The documents required come from the clause 1 definition and the specification. |
| ABIC SW 2018 (simple works) | Clauses M1.1 and C6 | Substantial completion with minor defects only, successful commissioning tests on the plant listed in the schedule, and copies of the approvals needed for occupation. Half the security is released when the notice issues. |
ABIC SW 2018 clause M1.1 has no O&M manual limb. On those jobs any manual requirement sits in the specification or other contract documents, so read them before the PC inspection.
What the contract administrator checks
Under AS 4902 the Superintendent decides which documents are essential, and under ABIC SW the contract administrator forms a reasonable opinion. In both cases the check runs against the contract: the documents the specification names, the commissioning results for scheduled plant, and the occupancy permit or other approvals. A shared drive of loose PDFs leaves the administrator to do the sorting, and a missing document can hold up the certificate.
Under ABIC SW, possession passes (clause M1.2) and half the security is released (clause C6) when the notice issues, so a late notice delays both. Ask for documents while each trade's final claim is still open, when the subcontractor still has a reason to reply.
What we compile
You send the project folders and the trade contact list as they are. We chase each subcontractor for as-built drawings, commissioning certificates, warranties and maintenance data, then index every file to your contract and specification. You get the manual as .pdf and .xlsx files to hand to the Superintendent or contract administrator.
Indicative prices, ex GST: a completeness audit of an existing pack is $400 to $900, and a full compile is $2,500 to $6,000 for under 20 units or a commercial fitout. The service covers builders doing 3 to 30 dwellings or a commercial fitout anywhere in Australia, including Class 1a and Class 5 to 9 work outside the Victorian building manual rules.
In Victoria, a Class 1b, 2 or 3 building with a permit application on or after 1 February 2027 also needs a draft building manual at Form 15 stage. One compile can serve both: see the 2027 regulations guide and the pages for Class 2, Class 3 and Class 1b.
Questions
Does AS 4902 require O&M documents before Practical Completion?
Yes. The clause 1 definition of Practical Completion in AS 4902 includes the supply of documents and other information required under the contract that, in the Superintendent's opinion, are essential for the use, operation and maintenance of the works.
Which clause of AS 4000 deals with Practical Completion?
Clause 34.6 of AS 4000-1997 sets the procedure. The contractor gives the Superintendent a written request for a certificate of Practical Completion, and the Superintendent has 14 days to respond. The definition in clause 1 and the specification set what must be handed over.
When should a builder book a handover manual compile?
Book 4 to 8 weeks before the target Practical Completion date, while subcontractors' final progress claims are still open. A completeness audit of documents already gathered can run 4 to 6 weeks before PC.
